CONSTITUTION AND BY-LAWS OF THE FBI NATIONAL ACADEMY ASSOCIATES OF THE STATE OF UTAH

AS AMENDED FEBRUARY, 1988

PREAMBLE

To promote and make permanent those friendships and relationships arising from attendance of the F.B.I. National Academy, and to strive toward advancement of the profession of law enforcement generally this Association is organized. We hereby dedicate the functions of this organization together with the ability and resources of its membership to the following:

PURPOSE

To uphold, support, and defend the Constitution of the United States. To protect our country against any and all enemies, whether foreign or domestic. To promote training programs in all duly constituted law enforcement agencies within the State of Utah, holding available to such agencies the benefit of training received at the F.B.I. National Academy. To cooperate with the Federal Bureau of Investigation in every way possible. To encourage and assist in the enlightenment and education of the general public. To cooperate with all law enforcement officers and the general public in all matters of mutual interest: namely, the detection and prevention of crime, the apprehension and punishment of criminals, the exchange and dissemination of ideas and information, to pledge and strive for the highest degree of respect for and the maintenance of law and order, and to conduct ourselves in a manner that will lend dignity and credit to the law enforcement profession.

ARTICLE I

SECTION I. THE NAME OF THE ORGANIZATION SHALL BE

UTAH CHAPTER F.B.I. NATIONAL ACADEMY ASSOCIATES

ARTICLE II

SECTION I. TERM OF THE ORGANIZATION

The term of this Association shall be perpetual.

ARTICLE III

SECTION I. MEMBERSHIP

Membership in this Association shall be limited to the following:

  1. ACTIVE MEMBERS: Individuals who have satisfactorily completed the prescribed course of instruction in the FBI National Academy. Members in good standing with the FBI National Academy Associates, Inc., who are currently employed as full-time paid law enforcement officers in the State of Utah;
  2. ACTIVE RETIRED MEMBERS: Individuals who have satisfactorily completed the prescribed course of instruction in the FBI National Academy. Former active member of any Chapter of the FBI National Academy Associates, Inc., who have honorably retired from a law enforcement agency.
  3. ACTIVE OR ACTIVE RETIRED SPECIAL AGENTS of the FBI who have served as National Academy Counselors, National Academy Coordinators, Executive Managers, or Special Agents-in-charge of a Field Office or others who have been directly involved as appointed full-time administrators of the National Academy program at FBI headquarters. Active and Retired Special Agents, who otherwise qualify for membership, shall not be eligible to hold elective office.
  4. ACTIVE OR RETIRED SPECIAL AGENTS of the FBI who have been involved with, and/or have supported the National Academy Program may be nominated for membership by the Association. The Association must forward any such nomination along with supporting documentation of the nominee’s support, service and/or involvement in the FBI National Academy Program to the National Executive Board of the FBI National Academy Associates for review and approval of the nominated Special Agent’s membership.

SECTION II. DUES

The dues or assessments of this organization shall be payable around the first of each calendar year through the National Offices of the F.B.I. National Academy Associates, which yearly assesses both National and Utah Chapter dues. 

The portion of the yearly dues assessed by the Association shall be established by the Executive Board based on the two-thirds majority of all Board members.

SECTION III. SUSPENDED FROM MEMBERSHIP

Membership in this Association shall be automatically suspended:

  1. Upon non-payment of or non-compliance with any required dues or assessments.
  2. Upon participation in activity unworthy of or inimical to the best interest of law enforcement, as evidenced by any dismissal from any law enforcement agency based upon misfeasance or malfeasance, or by a majority vote of the membership present at any meeting of the Association. 
  3. Upon participation in activity unworthy of or inimical to the best interests of the F.B.I. National Academy, as determined by a majority vote of the membership present at any meeting of the Association. 
  4. Upon participation in activity unworthy of or inimical to the best interests of the Federal Bureau of Investigation when so decided administratively by that Bureau.
  5. Whenever so deemed advisable by a majority vote of the membership present at any meeting of the Association.

SECTION IV. NOTIFICATION OF SUSPENSION

It shall be the duty of the President to notify any suspended member of any suspension action pertaining to said member.

SECTION V. REINSTATEMENT OF SUSPENED MEMBER

Upon elimination or removal of the cause of suspension or denial of membership, a member may be reinstated to good standing in the Association by a majority vote of the membership present at any meeting of the Association.

ARTICLE IV

SECTION I. OFFICERS OF THE ASSOCIATION

The officers of this Association shall be;

  1. President
  2. First Vice President
  3. Second Vice President
  4. Secretary/Treasurer
  5. Immediate Past-President

These officers shall be known as the Board of Governors and/or the Executive Board.

ARTICLE V

SECTION I. ELECTION OF OFFICERS OF THE ASSOCIATION

The officers of this Association shall be elected at the Fall annual meeting of the Association and, with the exception of the Secretary/Treasurer, shall serve for a period of four (4) years from the date of their election, moving through the positions of Second Vice President, First Vice President, President, and Immediate Past-President each year until fulfilling the position of Immediate Past-President, or until such a time as their successors have been duly elected and qualified. Nominations shall be made from the floor until the membership, by a majority voted of those present, shall effect a change.

The position of Secretary/Treasurer will serve for a period of five (5) years and, with the approval of the other members of the Executive Board, may remain in that position for a maximum of ten (10) years without the need to be re-elected. At the end of the two 5-year terms, or at any time after the first 5-year term, if the Secretary/Treasurer wishes to resign or is asked to step down by the Executive Board, a new Secretary/Treasurer will be elected at the next Fall annual meeting by the process described above.

To maintain a fair, unbiased Board and to have no perceived agency having an advantage over another, no agency may have more than one member on the Board at a time unless one of the members is retired.

SECTION II. PROCEDURE OF ELECTION OF OFFICERS

The officers of this Association shall be elected by majority vote. All members in good standing who are present at the Fall Conference are eligible to vote. If there is more than one nomination for a position on the Board, elections shall be determined by a count of secret ballots. 

Votes will be tallied by two of the Board members and the results given to the President for announcement to the members.

SECTION III. PROCEDURE IN ABSENCE OF RANKING OFFICERS

When the office of the President becomes vacant, the First Vice-President shall assume responsibilities of the Office of President. If the office of both the President and First Vice President becomes vacant, the Second Vice President shall assume the responsibilities of the President. If the office of President, First Vice President, and Second Vice President become vacant, the Secretary/Treasurer shall notify the membership and shall arrange for and issue a call for a meeting of the membership at which time a member shall be selected to serve as President until the next annual meeting.

SECTION IV. REMOVAL FROM OFFICE OF ELECTED OFFICERS

An officer of the Executive Board may be removed from their elected position for any of the following reasons:

  1. Upon suspension from membership as outlined in ARTICLE III, SECTION III of this Constitution and By-laws.
  2. Not fulfilling the duties of their office as outlined in ARTICLE VI, SECTIONS I – III of this Constitution and By-laws.
  3. Non-participation in more than 50% of the Executive Board meetings and/or annual meetings (conferences) of the Chapter during a one-year period.

When an elected officer is removed from the Executive Board, the remaining active elected officers of the Executive Board will rotate into the next position on the Board until the vacancy left is filled. The remaining vacant positions will be filled by the election at the next Fall annual meeting by the process outlined in ARTICLE V, SECTIONS I and II of this Constitution and by-laws.

ARTICLE VI

SECTION I. DUTIES OF THE ELECTED OFFICERS

The President shall:

  1. Preside at all meetings of the Association.
    a. In conducting meetings of the Association, the President’s decision shall be final unless otherwise provided for by this Constitution.
    b. The President’s decision may be reversed by a majority vote of the membership present.
  2. Appoint all pro tem officers in cases of absentees. 
  3. Have the authority to call special meetings on behalf of the Association.
    a. The President shall notify the membership of the date, time, place, and purpose of the special meeting. 
  4. Monitor all financial obligations against the organization with the Secretary/Treasurer. 
  5. The President shall appoint the members of all committees deemed necessary by the Board.
    a. The President shall be a member of all committees.
  6. The President, with assistance from the Board, shall review and interview all FBINA candidates to ensure standards are met, to ensure equal distribution of allotments, and to prevent the Chapter from being penalized.
    a. Protocols will be in writing and the membership will be notified of the process.

SECTION II. SECRETARY-TREASURER

The Secretary/Treasurer shall:

  1. Collect all income, disburse all assessments against the Chapter, and give a financial report to the membership during the Fall annual meeting.
  2. Have the authority to disburse monies for incidental expenses such as stationery, mailing, printing, etc.
  3. Place all unexpended money in a fund to the credit of the Association. 
  4. Make a monthly accounting of all revenue and expenses, including appropriate documentation, to the Executive Board. 
  5. Arrange for a yearly outside review of the finances and share the outcomes of that review with the Executive Board and any active member who requests a copy. 
  6. Prepare, or arrange to have prepared, the yearly taxes of the Chapter.
  7. Keep the minutes of all meetings. 
  8. Perform any other duties required by the President.

SECTION III. VICE-PRESIDENT

The First Vice-President shall:

  1. Serve as the Youth Leadership Program (YLP) Coordinator for the Chapter. Coordination can be done directly, or through an approved committee. In that capacity, the First Vice-President will:
    a. Ensure that notification of application deadlines for the YLP are sent out and that all requests for information and applications are fulfilled.
    b. Compile all applications received for the YLP and extend interviews to all qualified candidates.
    c. Arrange for the Executive Board to meet and conduct interviews of all qualified candidates.
    d. Tally scores of interviewees according to National YLP guidelines.
    e. Inform all candidates of their acceptance or non-acceptance into the YLP following the completion of the application process and interviews.
    f. With the assistance of the FBI Liaison assigned to the Chapter, ensure the accepted YLP candidate’s application and application fees are forwarded to the National YLP by the set deadlines.
    g. With the assistance of the Secretary/Treasurer, ensure that all travel arrangements for YLP are made and reimbursed.
  2. In the absence of the President, the First Vice-President will preside at all meetings of the Executive Board and/or Chapter.
  3. The First Vice-President will assist with the annual conferences of the Chapter.
  4. The First Vice-President will perform any other duties as requested by the President.
 

SECTION IV. 2nd VICE-PRESIDENT

The Second Vice President shall:

  1. In the absence of the President and the First Vice-President, the Second Vice President will preside at all meetings of the Executive Board and/or Chapter. 
  2. Assist with the annual conferences of the Chapter.
    a. Be in charge of supplying and running the Hospitality Room at the Chapter conferences.
  3. The Second Vice President will perform any other duties as requested by the President.

SECTION V. IMMEDIATE PAST-PRESIDENT

The Immediate Past-President shall:

  1. Assist with the annual conferences of the Chapter. 
  2. Perform any other duties as requested by the President.

SECTION VI. BOARD  OF GOVERNORS AND/OR EXECUTIVE BOARD

The President, First Vice President, Second Vice President, Secretary/Treasurer, and Immediate Past-President shall be deemed and regarded as the Board of Governors and/or the Executive Board. They shall establish by-laws consistent with this Constitution, which shall govern this organization unless disapproved by a majority vote of the membership present at any meeting of the Association.

ARTICLE VII

SECTION I. FISCAL MATTERS

  1. NOT FOR PROFIT STATUS: All funding and fiscal management of the Association shall be in accordance with the U.S. Internal Revenue Serve Statutory provisions associated with not-for-profit organizations and the State of Utah not-for-profit corporation laws.
  2. ADMINISTRATION OF FUNDS: Revenues received by the Association will be administered under the direction of the Executive Board.
  3. FISCAL LIMITATIONS: The officers of the Association do not have the authority to incur any indebtedness exceeding the annual income derived from the dues, other assessments, or other available funds that have been authorized.

ARTICLE VIII

SECTION I. COMMITTEES

All committees not otherwise provided for by this Constitution shall be formed by the President. All committee members may serve without term limits at the discretion of the President/Executive Board.

ARTICLE IX

SECTION I. SERGEANT-AT-ARMS

When necessary, the President shall appoint a member of the Association as Sergeant-At-Arms for the purpose of preventing any unauthorized person (s) from attending meetings and to establish and maintain order.

ARTICLE   X

SECTION I. ORDER OF BUSINESS

The order of business shall be as follows:

  1. Calling the meeting to order
  2. Reading the minutes of the previous meeting
  3. Communications
  4. Report of Committees
  5. Nomination and election of officers
  6. Installation of officers
  7. Unfinished business
  8. New business
  9. Formation/Discharge of committees (as needed)
  10. Adjournment

ARTICLE  XI

SECTION I. CHANGES AND AMENDMENTS TO THE CONSTITUTION

Any changes and amendments to the Constitution may be made by a majority vote of the members present at any meeting of the Association.

SECTION II. DISSOLUTION

Upon the dissolution of this Association, the Board of Governors shall, after paying or making provision for the payment of all the liabilities of the Association, dispose of all the assets of the Association exclusively for the purposes of the Association. Disposal shall be to an organization or organizations organized and operating exclusively for charitable or educational purposes that, at the time of disposal, qualify as an exempt organization under Section 501(c)(3) of the Internal Revenue Code of 1986 or the corresponding section of any successor Internal Revenue Code.

The Constitution and by-laws of the Association shall be further amended in any particular to comply with the requirements of the Internal Revenue Code incident to the granting of tax-exempt status under Section 501(c)(3) of the Internal Revenue Code of 1986.

ARTICLE XII

SECTION I. MEETINGS OF THE ORGANIZATION

Meetings of the Association shall be defined as those meetings, luncheons, and conferences to which the entire membership is invited to be in attendance and are notified of the meeting.

Sergeant Michael Kennon’s​ Bio

Sergeant Michael Kennon, Polk County Sheriff’s Office, Winter Haven, FL, has been in law enforcement for the past decade after nearly 20 years working in the information technology sector. His blend of experience in both fields has equipped him to take on the challenges of new artificial intelligence technologies and implementing solutions for the criminal justice field. Currently he supervises the Polk County Sheriff’s Artificial Intelligence Lab. Their unit works closely with the local Florida Polytechnic to bring AI projects to life.

Mike has been married for 31 years and has two sons. He has a BS in Management Information Systems from the University of South Florida and holds a Master’s in Business Administration from Florida Southern College. He is also a current PhD candidate at Liberty University in Criminal Justice.

Richard M. Slavin

INTEGRATING AI INTO STRATEGIC PLANNING AND CRITICAL ANALYSIS IN LAW ENFORCEMENT

Chief Slavin has cultivated an expertise in using AI as a strategic thought partner. He will share an analytic tool he created to assess technology, crime heat zones and CAD data to determine optimized deployment of LPR and human resources.

Richard M. Slavin’s Bio

Rich Slavin serves as Assistant Chief of the Uniformed Services Bureau for the Scottsdale, Arizona Police Department (SPD). He leads four Patrol District Stations, the Special Operations Division, the Training Section and the Detention Facility. Slavin was previously the Assistant Chief of the Investigative Services Bureau for SPD and was the SWAT Commander with more than 600 missions over the course of 14 years.

MILITARY SERVICE | EDUCATION | EXECUTIVE LEADERSHIP

Rich is a United States Air Force veteran and has 27 years of service with the Scottsdale Police Department. He holds a Bachelor of Science in Administration of Justice from Grand Canyon University and a Master’s Degree in Organizational Leadership (M.OL) from Northern Arizona University.

Slavin is a graduate of several highly competitive executive development courses including: the Arizona Leadership Program; the FBI-LEEDA Command Leadership Training; the US State Department WMD Tactical Commander Management and Leadership Training; the Scottsdale Management Development Series XXXI; and the FBI National Academy Class 274 (2018).

EDUCATING AND INSTRUCTING LEADERS

Throughout his career, Rich has always placed great emphasis on developing exceptional leaders. In 2017, after creating from the ground up the Emerging Leadership Program, Slavin earned the Scottsdale City Manager’s Award of Excellence for providing a “Special Contribution to the Agency’s Future”.

Rich is an Adjunct Professor for Northern Arizona University where he teaches courses in Law Enforcement Leadership; Critical Issues in Policing; Juvenile Justice in the US; and Leadership Theory in Justice Administration. Slavin instructs at several national LE Command Colleges/Leadership Academies like the FBI Intermountain Law Enforcement Executive Command College and the Polk CO SO National Innovation Academy. Most recently, Slavin and his associates at Advance Team Leadership Training partnered with a select number of universities to develop the first ever leadership academy that brings LE leaders and community executives together to work alongside one another to shape the safety of the communities they serve. He previously taught Command Tactical and Leadership Courses internationally for DEA and the US State Department. Slavin has instructed more than 400 international students spanning 10 Central and South American countries and Mexico.

Joe Deese

Cannabis Compliance Board Enforcement Division

Joe Deese serves his community as a Peace Officer for the State of Nevada with the Cannabis Compliance Board Law Enforcement Division (CCBED). Joe has over 18 years of experience in law enforcement with the Sparks Police Dept., Washoe County School Police Department, Nevada Fish and Game Warden, and his current assignment with the CCBED. During his time as a Police Officer, he has logged many patrol hours and some assignments include Field Training Officer, Drug Recognition Expert, DUI task force, Bike Patrol, underage drinking task force, active shooter instructor, firearms instructor, OC spray instructor, and stop the bleeding instructor. Joe was the Officer in Charge of the Nevada Air Guard Security Forces (Military Police) augmented program for 4 years. He was also a Drug Enforcement Administration (DEA) Task Force Officer investigating drug and human trafficking offenses in Northern Nevada and California.

In addition to his Law Enforcement commitment, Joe served as the Commander of the 940 Force Support Squadron for the Air Force Reserve, Beale AFB, California where he was responsible for the effective management of the wing’s Military Personnel Flight, Training Flight, Sustainment Flight which included Lodging and Dinning Facility and Communication Flight

Joe is a 2015 Air University graduate with a Master of Military Operational Art and Science degree. He is also a 2001 graduate of Embry-Riddle Aeronautical University, with a Bachelor’s Degree in Management of Technical Operations. Upon graduation from the Air Force Officer Training School in 2001, he was assigned to the 192nd Operations Squadron as a Navigator.

Joe has deployed multiple times as a Navigator in support of OPERATION ENDURING FREEDOM and OPERATION IRAQI FREEDOM. During his deployments, he served as C-130 Command Navigator, where he received the Air Medal with 1 oak leaf cluster for flying over 100 combat missions to Iraq, Qatar, Kuwait, Jordan, Saudi Arabia, Afghanistan, Uzbekistan, Pakistan, Djibouti, and Kenya are some of the locations. Joe has over 1300 flying hours in the C-130 aircraft as a Navigator.

Dr. Benjamin Stone

Biography: Dr. Benjamin Stone is an internationally recognized speaker and thought leader with over 20 years of experience inspiring audiences around the world. A dynamic presenter known for his compelling storytelling and unmatched expertise, Dr. Stone empowers organizations and individuals to rethink wellness, leadership, and human performance.

A graduate of the University of Arkansas and Oxford University, Dr. Stone holds a PhD in Human Physiology with an emphasis in cardiovascular genomics and metabolism. His academic journey led him to groundbreaking research in exploring the role of amino acid Lglutamine in recovery and physical resilience. He also worked with the British Olympic Medical Institute at Northwick Park Hospital, pioneering screening methodologies to prevent sudden cardiac deaths in young athletes due to a disease called hypertrophic cardiomyopathy.

At just 24, Dr. Stone was appointed Senior Lecturer at the University of Oxford’s Department of Physiology, where he delivered regular lectures on nutritional biochemistry, energy metabolism, and pathophysiology to medical and nursing students. He later served as Assistant Professor in the College of Natural Sciences and Mathematics at the University of Central Arkansas and as an adjunct professor at the University of Arkansas for Medical Sciences, where he also co-chaired the committee determining medical curricula.

In 2015, Dr. Stone co-founded Sigma Tactical Wellness, where he served as CEO until its acquisition by Telemed2U in 2025. Under his leadership, Sigma became the national authority in advanced cardiac disease prevention for first responders, developing innovative research and screening protocols that have saved countless lives in police and fire agencies across the United States.

As a speaker, Dr. Stone is sought after for his depth of knowledge and ability to connect complex science to real-world application. He has delivered keynote addresses for the FBI National Academy, the International Association of Chiefs of Police, and numerous state-level associations and conferences. His presentations inspire action, spark meaningful change, and leave audiences with practical strategies to improve health, performance, and wellness-forward leadership culture.

Whether addressing top law enforcement executives, medical professionals, or corporate leaders, Dr. Stone’s presentations consistently earn rave reviews for their authenticity, impact, and visionary perspective.

Captain Sete Aulai

Utah Attorney General’s Office

Sete Aulai currently serves as a Captain in the investigations division at the Utah Attorney General’s Office. Sete oversees the AG evidence department, agency policy, and serves as the Commander of the Utah Internet Crimes Against Children (ICAC) Task Force

Sete began his career in 2010 with the West Valley City Police Department. While at WVCPD, Sete served as a patrol officer, field training officer (FTO), Special Victims Unit (SVU) detective, School Resource Officer (SRO), and SWAT Operator.

In May of 2016, Sete started as a Special Agent in the ICAC unit at the Utah Attorney General’s Office. In 2021, he promoted to Supervisory Special Agent (SSA) for the Utah ICAC Task Force. In April of 2023, Sete was promoted to Captain and named Commander of the Utah ICAC Task Force.

Under Sete’s leadership, the Utah ICAC Task Force has grown to 90 affiliate agencies (federal, state, and local) throughout the State of Utah, with over 200 investigators. Utah’s ICAC task force is one of the more aggressive task forces in the country – executing several residential search warrants weekly statewide and apprehending numerous offenders who perpetuate the demand for child sexual abuse material (CSAM) all while rescuing and identifying over 100 children a year. `

Sete graduated from Brigham Young University with a Bachelor of Science in Sociology (2008) and Masters of Public Administration (2015). Sete has twice been named ICAC investigator of the year (2107 & 2018), special agent of the year for the Utah Attorney General’s Office in 2020, and is a 2025 candidate for the FBI LEEDA Trilogy award. Sete is married with three children and resides in Saratoga Springs Utah.
